@ceagee I think that's something GIMP does on animated gifs to decrease file size. Might be a setting to preserve quality... GIMP does have an oilify filter that does similar if you are after that look.

Download/Install GIMP http://download.gimp.org/pub/gimp/v2.8/windows/gimp-2.8.14-setup-1.exe.torrent Then open GIMP and File > Open your image (or drag and drop your image onto the blank canvas) Then go to Filters > Effects > Oilify and dink with the settings until it achieves the look you want. As ThumperChick pointed out, I didn't actually do this for the GIF above. By zooming in so far and making it an animation, I lost the original resolution.

@medz When the picture gets up close it almost looks like paint by numbers. I think that is rather a cool photo effect. What is the trick please ?
