Fiscal year 0900 is stored with the leading zero, so I don’t want any issues to crop-up by not including the apostrophes around the varchar value. Extra CPU is worth not having to go back and fix every query that references it as an integer when someone enters a non-integer value into a varchar field.

This reminds me of a discussion I had a long time ago about software development and a warning about adding new features. Once you add one, if you ever take it away, there will be some size of user population that is very annoyed and vocal that you took it away.
