I think The Undertones (see below) captured the spirit of the poll. Unless “garage” means whatever anyone wants it to mean, even more so to “revive” whatever it meant in some unspecified period before then.
Like cover bands “revive” some other band like Elvis impersonators. Because being a “revival” means it isn’t entirely innovative or original, and just a rehash of nostalgia, yes?
