Bad AOC Monitor

I received non-working monitor (no visible damage to monitor or box). Got RMA and sent it back. AOC says monitor was received broken -- duh. Won't fix or replace; want me to use insurance (based on my shipment to AOC) with UPS to replace. I feel this is fraud. No help from MEH so far.
