@pp was never monthly ScapeGoat, according to @pp. In fact, this was strenuously denied.
@pp claimed to be the monthly ScapePenguin. And insisted upon that.
Therefore @placidpenguin seems to be perfectly eligible to be ScapeGoat, as that would be a completely new assignment.

yes but had a goat icon not a penguin.
I tried to get a boat icon they would not let me be the boat of the month. Icon was goat the Penguin was goat.
Pooltoywolf would rather be an inflatable wolf or maybe a train then a goat but he has the goat icon so goat he is.
