Although I haven't used it myself, I know several folks who recommend Gimp
http://www.gimp.org/
Gimp is serviceable.
Gimpshop (GIMP on steroids)
Paint.net
Blender
All free. Google is your friend.
gimp is good, but if you want some advice, use iconfinder.com or at least use .png files or some other vector image from google images. THEN use Gimp to alter the image to avoid those nasty lawsuits down the road if you make it big. The reason I mention the vector images/png files is because if you are starting a business, the last thing you want is find out that a kickass logo you made 6 months ago needs to be blown up and your logo that was made in 20 minutes looks like complete dogcrap blown up on a banner 4 foot wide.
You really shouldn't be making a logo in a raster based program. Stick to programs that better incorporate vectors so you can save your work in a scalable format. Does Adobe still give trials of its creative suite? Use that.
@PenguinOnTheRox Inkscape is free, and very robust.
@PenguinOnTheRox Exactly what I was gonna say. OP needs a vector-based program, and Inkscape is the best free one.
I've used Gimp and it's good but be prepared to lookup how to do everything
I hope I'm wrong but my spam radar is high on this thread
@Bingo maybe - but all of the links go exactly where they say they go and it's a good question with good answers.
@Bingo On second check - toolpic's site looks sketchy. There's not any verifiable reference to it in the first few pages of google and they spelled photoshop wrong on their landing page. Good call. Good eye. I pulled the link from the OP.
All other sites and links in the answers look legit and are easily recognizable.
