I think it is way over the top for a “public display can’t avoid it until it is too late” kind of halloween decoration. I think in a neighborhood stuff really should be G or PG. I think that is the difference between what @riotdemon puts up and this. Her’s is clearly halloween decorations, this is only fine if you knew, in advance, what you were signing up to see so you could choose yes or no.
