@Neech Nope, somebody messed up pasting in the specs. It is rated as input 12-24V; you can see it on the image of packing box in one of the photos.
These all use DC-to-DC converter chips that can accept a wide range of input power. They regulate the output to what they are supposed to (usually 5V but this seems to support the higher voltages for faster charging if the device is compatible).
Some trucks and commercial vehicles use 24V systems, and I think it’s more common on other continents. So many devices for vehicle use now support this.

Input voltage is 24v cars run on 12v so I think all the output voltages would be cut in half if run in a car.
