IANAL but to me it looked like somebody only needs a permit if they're going to sell, distribute, etc chemical laboratory apparatus. Buying looks like it only requires showing ID same as some cold medicines.

You can't have: an Erlenmeyer, two-neck or single-neck flask, a round-bottom, Florence, thermometer or filtering flask...
but there doesn't seem to be a prohibition against a 3-neck Klein bottle:

According to the Texas website, you must have a permit for a transformer. The Decepticons are, I suspect, ignoring that requirement.

You call it an Erlenmeyer Flask. I call it a wine decanter with convenient measuring lines on the side.

Section 50.A.1 defines abuse units for solids. A 120 milligram pseudoephedrine tablet counts as "1 abuse unit".
Section 50.B defines abuse units for liquids. A liquid suspension of 120 mg of pseudophedrine counts as 3,000 abuse units.
In Section 50.A.1, a tablet is a tablet, regardless of which banned chemical. Section 50.B assumes that all banned chemicals have the same dosage rules as LSD.
This is a great law if you need an excuse to lock up away a poor person for a few decades.
Caution, that law has no pagination!
