I don't think there's just one fun thing ("the fun thing") I can buy for $14 or less - in fact, I'm pretty sure I could get any of the items on the list for less than $14.
I've been getting literal hours of entertainment out of a $5 length of paracord lately, as I've been (re-)learning how to tie various knots and make paracord stuff. I have it in my pocket and "quiz" myself whenever I have the opportunity.
@awk I had to stop but for awhile I was practicing lots of the knots and cord weaving I found online. Somehow ended up with a $35 1000 foot roll of the stuff in the process ;)

community note: @jsfs had a good comment before we edited the poll wording to add "most" fun thing. oops.
I came here to say a thing, but then thought better of it. I still felt the need to make this useless post.

GoGroove Move L3D Mood Light Speaker

With a little cash left over for something to lighten the mood.
Really? A Fukubukuro of course!
(Though for $1 more I can highly recommend a place in Montreal that will entertain you for the length of a song. $10 per each song after that.)
a gram and a tall boy
A bottle of Malort, perhaps?
Goat Simulator plus all the expansions/DLC & Pony Island.
Huge amount of entertainment for a very tiny price.
A ten pack of whippets and a handful of whiskey nips
A fuku.
Is this a trick question?
100 rounds of .22 ammo, some large marshmallows and range fee at the plinking pond...
Well it used to be under $14...
I also bought a sack of pay dirt once for $10.00 (already had a pan) and spent an interesting afternoon pulling out a dozen tiny garnets and some flakes of gold.
Two young cats and some pingpong balls. Throw the entire lot in the (empty) bathtub and let the games begin.
