This is a standard USB-PD (PDO - Power Delivery Output), and does not have any of the fancy PPS (Programmable Power Supply) that the new Samsungs require for 25W/45W charging.

I think this is an OK deal if you specifically need a single USB-C charger that also has Type-A ports; if you just want a USB-C charger, there’s a 60 W one by “Choetech” for ~$22 on Amazon right now, for example, (and this sale is most certainly a rebrand of a similar Chinese-made device, so ignore the brand names here.) Then, for contrast, there’s an Anker 24 W 2x USB-A charger for $9 (which, notably, supplies more power than this HP one does to its USB-A ports.)
But as a 3-port charger with USB-C and enough output (45 W) to charge many mainstream, non-gaming laptops, I think the price is acceptable. Note that if you try to use multiple ports at once, the USB-C port isn’t going to be able to supply all 45 W to the laptop or whatever you’ve got plugged in there, so you might not be able to charge it at full speed or at all. You’d have to pay more for a device that can handle that kind of power output, thus this HP just gives you the ability to charge Type A & C devices separately, not full at full power at the same time.

FWIW, finding a small charger like this with three ports is surprisingly difficult—it’s either a small charger with two ports or a giant desktop charger with like 7 ports and a power cord. I’ve been looking for exactly this (1 PD USB-C, two USB-A) to keep in a travel bag for months and this is the first one I’ve ever seen. Which sucks because I literally just yesterday gave up and bought finally bought one with only two ports.

Is it possible for the meh overlords to open a box and take a picture of this charger’s business end (the one with the actual electrical specifications). I have no idea what kind of power this can output. @akumax was helpful by providing a list of items this charger can charge, but I have no idea where they got that list, and I have no idea what the max output is for 15V. I am assuming this could do 9V @ 3A, but there’s no proof of that currently.
I guess the big question is if this can drive a Nintendo Switch dock, which would require 39W at 15V. If this truly is 45W PD and can do at least 3A, there’s a chance, but without a picture of all that small text on the charger, it’s impossible to tell.
