Ok, this seems like a good place for my dumb question. The clickythings at the top right of the page - I get that one is search, one is profile. But what is the + sign for? Nothing happens when I clicky it.

If you're doing it right, it should allow you to create a new topic or respond to the thread that you are currently viewing.
Nothing happens while I'm IN a thread, but while wandering on the forum page, it pops a new topic window. You asked my question.
While you're already in a thread it should scroll you down to the comment box and jiggle it around a bit.
I jiggled it forever and nothing happened. :(

Worked for me to create this but I may have been in the main forum rather than viewing a thread.

I'm using Firefox. Maybe I should switch to Chrome, like my whole family has been telling me to do for some time.
