Google says it means "as far as one knows". "Apparently, those two dudes got in a fight." Is the same as saying "As far as I know, those two dudes got in a fight." Seems fine. It doesn't have to be based on anything observed or even anything based on any kind of real evidence. It's just based on the limited info at hand.
Truth be told irregardless and in theory honestly, I'd like apparently to mean "I gather this was clear to others, but not me until now". Apparently I am wrong?

Indeed. The Oxford English dictionary defines it as "as far as one knows or can see." Only in the 1400-1500s had it a meaning of certainty.
