The total power is usually limited by the wimpiest component in the circuit. The most expensive component is an inductor. More powerful inductors cost more money.
The original engineer probably specified components such that the circuit as designed would be able to supply somewhat more than 10 watts. It was probably built with lower cost parts that don’t meet those specifications.
By design, the output voltage will drop below 5 volts as the current draw exceeds the capability of the power supply. The charging circuit in a phone will detect the voltage drop and draw less current.
If there are PTC “fuses” and enough current flows for them to matter, the voltage will drop on just the one port, with a much steeper current to voltage curve.
If these date back to 2010 or before, the port labeled “tablet” may actually be different, but not in a way that matters to modern USB devices.

For price comparisons, you should at least compare the same exact items. If you are just looking for a 6 outlet surge protector and don’t care about the outlet configuration then congratulations on finding one a couple pennies cheaper.
Bought the swivel version a few years ago and never used them (was also $15 for two).

It does not state “per port” anywhere that I could see, so I am not assuming that it is a per port spec, and as such am not buying these.
