I never wore one growing up in the Midwest with the idea that I could simply zip up whatever jacket I was wearing if the wind got cold enough. I didn’t know a lot of people who did wear them, and most I saw were wool (my skin doesn’t like wool, even merino), so they were never a very attractive proposition.
At some point in my mid-20s, I saw a deal online for some plain grey fleece scarves from Old Navy, so I figured I’d give them a shot. I’m not going to say they were life-changing, but they sure kept my neck a lot warmer than any jacket I’d ever worn, especially nicer ones like wool car coats/peacoats that can’t be fully enclosed around the neck.
Since then, I’ve realized a nice scarf can be both warm and fashionable, so I now have several that I use with various jackets/outfits. I’ve gotten many compliments on them. I have a full beard (trimmed a bit below the jawline, no neckbeard here), and I can say the scarf combo is far better than just the beard.
I used to occasionally wear a scarf if it was cold and windy enough to merit it. I have discovered that a neck gaiter is much more effective at both blocking the cold and staying in place.
A scarf is certainly more fashionable, so I think they do have their place when you need both warmth and style. (I’m not in that second category very often)
The only reason to wear a scarf is to cover your face, but then it just blankets your face in exhaled moisture, like you’re some kind of masochistic ice dragon or mutant from a gum commercial. No good.
Typically when I go to somewhere other than where I live (central Alabama) because it’s just too damn hot here most of the time. A nice scarf tucked into a leather jacket or a peacoat etc. is practical and looks good, and makes you look more like a local if you are in Europe…

When I go out shoveling snow, if there’s a cold wind. But I’ve become more likely to wear a face mask than a scarf in those situations.
If it’s cold out. Winter and cold. It doesn’t have to be VERY cold… just… cold.
Cold toes? Wool socks. Cold fingers? Thermal gloves. Cold ears? Winter head band. Cold neck? Ahh, feels nice.
