Chloroquine fast tracked by FDA - What took so long?

As far back as late December reports began to surface that chloroquine, a form of quinine which is used to treat malaria, showed promise in inhibiting SARS-CoV-2, the virus at the root of COVID-19.

This morning the FDA was ordered to fast track approval for clinical trials to use chloroquine and hydroxychloroquine to fight the coronavirus.

So what took so long?
